As Hurricane Ella approached in 1978, urgency mounted; if wind conditions shifted, New York faced the real possibility of catastrophic failure. Thanks to rapid reinforcement and some luck with the weather, disaster never came, and almost nobody outside those directly involved suspected anything had been amiss.
